As pointed out by the Resetera forums, it seems that it is unlikely that this is an error for several reasons. For example, the price shown on the form (59, 90 euro) is too low to be an import product. On the other hand, we also talk about the same store that was leaked in the Switch versions of Assassin's Creed 4 Black Flag and Assassin's Creed Rogue. Furthermore, the cover image has the PEGI logo, which logically does not appear in Japan.
This week, we gathered some words from the director of Heroes explaining why we don't have a Quest Heroes 3 dragon yet. Given the kind of game we're talking about, we don't rule out that the arrival of this collection in the West can encourage Square Enix to create a new game.
